The Project aims at developing and selling the HOREX DATA ECOSYSTEM (HDE). The HDEP is one of the products of the MEL Career Development Program (CDP) of the HORIZON OF EXCELLENCE (HOREX) LTD. The CDP aims at creating a professionally competitive elite (evaluation researchers) with practical experience utilizing data science and project management expertise to craft and maintain MEL systems for development programs that use pertinent information technologies to satisfy the evolving needs of program stakeholders.
- The HDE refers to a collection of infrastructure, analytics, and applications used to capture, store, process, visualize, and analyze big data. The use of HDE will help address current MEL challenges; such as inaccurate data insights, unreliable predictions, delayed corrective actions, and user-unfriendly MEL reporting.
- Therefore, the HDE Project will set up a mechanism that will help MEL systems produce exploratory/descriptive, predictive, detective analytics and evaluation models that can support MEL big data-centered decisions. Its specific objectives include the following:
- developing a model for integrating and leveraging big data in program MEL context
- deploying and maintaining Hadoop and Spark infrastructures to collect, store, and distribute big data.
- devising an efficient architecture to manage, process, and analyze MEL data, and to create interactive dashboards that can map interventions, perform calculations, assess performance, identify trends, and provide real-time information on key performance indicators.
- ensuring that the created data ecosystem includes all the components of the data lifecycle and that system interoperability is assured.
- Defining and exploring the decision-making process framework for conducting appropriate machine learning and geospatial analysis for MEL.
