ABOUT HOREX

Welcome to the official Website of the Horizon of Excellence (HOREX) LTD.

The Horizon of Excellence (HOREX) Ltd was created on 18/01/2011 as a research, training and consulting company and registered on 20/05/2011 by the Office of the Registrar General (ORG) in Rwanda Development Board (RDB). It was given the mission to be a professional center where people from different fields can consult to improve their professional skills, do research and development actions.

With reference to Standard Industrial Classification (SIC), HOREX carries out activities classified into information and communication (section J), specialized professional, scientific and technical activities (Section M), Public administration (Section O), education (section P), etc.  Main activities include:

  • Specialized professional, scientific and technical activities: statistical analysis, machine learning, accounting, bookkeeping and auditing activities, management consultancy activities, research and experimental development on social sciences and humanities such as program performance, impact and efficiency (PIE) evaluations, market research and public opinion polling, and other related activities.
  • Public administration and education: HOREX contributes to more efficient operations of businesses by providing a technical support in building strong financial management and internal control systems as well as more effective monitoring, evaluation and learning (MEL) systems of the development programs. It also carries out some education activities for which more advanced professional, scientific and technical skill levels are required. In this regard, HOREX maintains a MEL Career Development Program and provides related coaching and career advisory services to young and prospective professionals.
  • Computer programming, consultancy and related activities: computer programming, computer consultancy and computer facilities management, and other information technology and computer service activities including developing and maintaining big data infrastructures and analytics.

M&E Professional qualification offered by the Horizon of Excellence aims at putting in place a knowledgeable and professional team capable to undertake robust evaluation assignments, through:

  • improving skills in project design and management with more focus on monitoring, evaluation and learning (MEL).
  • building rigorous research and analytical hands-on capacities related to socio-program evaluation
  • improving opportunities of young professional to get the desired jobs in the East African Community and elsewhere in the world.
